“Ak Zhol” proposes to introduce a moratorium on the creation of new enterprises with state participation – such deputy inquiry of the “Ak Zhol” faction addressed to Prime-Minister Serik Akhmetov was announced by MP Yekaterina Nikitinskaya on the Plenary Session of the Mazhilis today.
‘Presidential message  to the Kazakhstan People on December 14, 2012 ‘Strategy ‘Kazakhstan – 2050′ new political course of the held state’ – it is  mentioned: “We need to pursue a second wave of wide scale privatization… We must take this step in order to maintain a high rate of economic growth. The private businesses are normally more effective than state run enterprises. Therefore we must transfer non-strategic enterprises and services to the private sector. This is a crucial step for strengthening domestic entrepreneurship ”, –  it is noted in the inquiry. – “Ak Zhol” faction fully supports the initiatives of the Head of the State and the efforts undertaken by the Government of the Republic of Kazakhstan in this direction, because its realization allows to make competitive field and favorable environment for the businesses in our country”.
‘At the same time, we believe, during implementation of this ambitious project we need to consider that privatization should be directly linked to decrease the share of the Government in the economy. Otherwise the public authorities, selling  some enterprises they can create others  instead of the older ones’ –  believe “Ak Zhol” MPs.
They consider that our frightens are reasonable, as the current legislation doesn’t contain injunctions on creating new commercial legal entities in the sectors covered by the second wave of privatization.
This circumstance may lead to improper implementation of President’s instructions. Thus, there is a question not just about privatization of the state owned enterprises but also about transferring the functions of these companies to the competitive environment.
In connection with the foregoing, ‘Ak Zhol’ Parliamentary faction suggests  to introduce moratorium on creation of new legal entities in ministries, departments and akimats in the areas of activity of the enterprises covered by the second wave of privatization.
