“Ak Zhol”: It requires control over the use of 1 trillion tenge allocated by the Head of the State for financing of entrepreneurship

‘It requires control over the use of 1 trillion tenge allocated by the Head of the State for financing of entrepreneurship’ – said Azat Peruashev at the plenary session of the Mazhilis today.
In the deputy inquiry of the Fraction addressed to the Prime-Minister Karim Massimov it comes to the implementation of wide scale application of the President Nursultan Nazarbayev to support entrepreneurship.
Recall, that February 27 this year The Head of the State, in addition to a number of urgent measures to support the private sector, such as moratorium on SME inspections, adoption of the Ombudsman Institution and others, the Head of the State committed to allocate and direct on financing of enterprises the huge sum of 1 trillion tenge, which is more than 5 billion US dollars. Whereby, the President paid attention to allocate funds to the producing sector.
“The importance of this step cannot be overstated, because in the context of the ongoing global financial crisis and reduce of the availability of foreign loans, the funding problem has become one of the most important for the economy”, – stressed A. Peruashev.
As it is noted in the inquiry, 40 days have passed since the order of the Head of the State – Throughout this period the business community looked forward to receiving pledged funds, decision rules and regulations by which they must go into the economy.
“The National Chamber of Entrepreneurs held a number of meetings after which developed its suggestions. But in reality, neither increase of bank lending nor any other injections into the economy during this period did not happen” – added the leader of the Parliamentary group.
In this regard, the ‘Ak Zhol’ Parliamentary faction refers to the Head of the Government with the following questions:
1) When will requirements be approved for the use of 1 trillion tenge dedicated by the Head of the State?
2) Will all these funds are directed only to the producing sector?
3) What part of these funds will be allocated to new projects, and which ones to support existing businesses?
4) What part of the allocated funds will be channeled not through subsidies on bank loans, but direct support of enterprises?
5) In what terms does the Government intend to ensure delivery of allocated funds to the enterprises?
6) Will be the funding due to economic efficiency of the enterprises?
7) How will it be ensured the control over the use of these funds?
From its point of view ‘Ak Zhol’ Party considers it necessary to introduce parliamentary control over the implementation of these measures, and they are ready to send their representatives to participate.
‘We need to remember that the money do not fall from the sky, but earned and got by people’s own sweat and belong to the people of Kazakhstan. Therefore, in this trillion there is no ‘gratuitous’ tenge, each has to be used with maximum efficiency, ‘ – noticed A. Peruashev.
